His academic journey began at Saint Peter’s Prep, followed by Saint Peter’s University, where he pursued higher education with vigor and dedication. His scholarly efforts culminated in achieving a Doctorate in Education (Ed.), reflecting his commitment to academic excellence and continuous learning.
In addition to his contributions in the field of education, Neil Carroll has made significant strides in local governance, serving two consecutive terms as a city Councilman. In 2019, he became the youngest elected in the City of Bayonne at 27 years old. During his tenure, he exhibited a steadfast commitment to improving the quality of life for Bayonne residents, championing initiatives aimed at enhancing public safety, infrastructure, and community engagement.
One of Neil’s notable endeavors as a public servant has been his advocacy for traffic safety.
Recognizing the importance of ensuring the well-being of both pedestrians and motorists, he has been a vocal proponent of measures to promote safer streets and reduce traffic-related accidents in Bayonne. Two such measures he instituted are the Stop Sign Illumination Program, as well as getting legislation passed to make U-turns on Broadway illegal.
Furthermore, his passion for community enhancement extends beyond policy advocacy to the organization of impactful events. He spearheaded the establishment of the Field of Heroes event, a fundraising effort as well as a commemoration honoring local heroes and veterans, fostering a sense of unity and gratitude within the community.
The program under his guidance is entering its 8th year.
In a testament to his dedication to preserving cultural heritage, Neil played a pivotal role in reviving an Italian Parade after a 10-year absence as well as an Italian festival in Bayonne after a 25-year hiatus. Through his leadership and collaborative efforts, these events returned as a
vibrant celebration of Italian culture, fostering community pride and unity.
Neil is a proud member of such organizations as the Knights of Columbus, Lions, Elks, Sons of Italy, and, of course, the Sicilian Citizens Club. As a member for 10 years, he has served as Chairman of the Board for 6 years. During his membership, he orchestrated the club’s involvement in the Bayonne Farmers Market, where he can be found under the tent selling zeppoli every Tuesday.
