OP-ED… For NJ to Fully Recover from the Pandemic, Community Colleges’ Funding Must Be Restored

New Jersey recovered economically, and – to some extent, emotionally – from 9/11, the Great Recession of 2009, and Superstorm Sandy thanks in large part to the State’s community colleges. In the aftermath of those challenging times, enrollment at New Jersey’s 18 community colleges skyrocketed as high school grads to senior citizens signed on for the affordable, high-quality, community college education that enabled them to establish or revamp their lives and livelihoods.

ARCHDIOCESE OF NEWARK ANNOUNCES PHASE THREE DIRECTIVES ALLOWING PUBLIC SUNDAY MASSES WITH RESTRICTIONS STARTING JUNE 21

Maximum number of participants for public Masses remains at 25% of the church’s capacity

Cardinal Joseph W. Tobin, C.Ss.R, Archbishop of Newark, announced this week that Phase Three directives have been approved as part of the ongoing, three-phase reopening process for parishes throughout the Archdiocese.

Beginning on June 21, 2020, Archdiocesan parishes, which have already been reopened for weekday Masses, funerals, baptisms and weddings, will now be reopened for the celebration of public Sunday Masses. This includes Vigil Masses starting on Saturday, June 20.

Jersey City Mayor Fulop signs executive order marking juneteenth to be added as a formal holiday for Jersey City municipal employees

Jersey City Mayor Steven Fulop (June 18th) signed an executive order for Juneteenth (June 19th) to be added as a formal holiday for Jersey City municipal employees and to be added to the list of holidays where government will be closed. This will be in perpetuity.

Juneteenth is named for the date, June 19, 1865, that news of their Emancipation reached slaves in Texas.

Fulop said in an email “we as a city are embarking on a long term conversation about actionable reform with regards to how we define ourselves as a city. Recognizing Juneteenth as a holiday is a small step in acknowledging the fact that we have had a less than adequate conversation around our country’s history with slavery and the impact it still has on our communities.”

“While the conversation around the country has been largely focused on broad changes to police policy, I know that here in Jersey City we‘ve made progress on police and more, but I’ll also be the first to say that as a city we still have much more work to do. “

Just in the last two weeks with regards to public safety Mayot Fulop’s administration started to take actionable steps. Changing the use of force policies for the JCPD and last week the City Council announced that they are working on broader policy changes. This week, they also took steps to bring in a third party vendor to conduct a large scale de-escalation training for the ENTIRE police department. Beyond Public Safety Fulop’s administration view this as a way that the city can highlight the significance of the day in American History, where we can provoke conversation, and where we can draw awareness around our country’s history on slavery.

Mayor Fulop Announces Citywide De-escalation Training for all Jersey City Police Officers

Tactical and Communication Techniques to ensure more Positive Outcomes from Stressful and Challenging Police Encounters

Mayor Steven M. Fulop and Public Safety Director James Shea announce the implementation of de-escalation training for all police officers on the Jersey City Police Department as the Administration’s latest investment in enhancing policing policies and procedures to better manage crisis encounters for the betterment and safety of our residents as well as our officers and those they encounter in oftentimes stressful and challenging situations.  The program will retrain officers to confidently and competently make the best decisions to ensure more positive outcomes when placed in a life-endangering situation.

Hoboken Mayor Bhalla Establishes Policing Policy TASK FORCE

Mayor Ravi S Bhalla of Hoboken has established a task force To fulfill the recent “Obama Pledge” asking mayors to commit to action on the police use of force policies,  in the Hoboken Police Department. Mayor Bhalla signed an Executive Order creating the parameters of the task force, with the support of Police Chief Ferrante, which consists of nine civilian members and community advocates, and two members of the Hoboken Police Force. The task force, a central component of President Barack Obama’s “Commit to action” pledge, will review use of force policies and other relevant practices in the police department, seek community feedback, and report findings publicly within 90 days.  

Mayor Bhalla and Chief Ferrante also noted that the City of Hoboken’s “use of force” order already in place has established Hoboken as one of the few cities in the tri-state region to meet all eight of the “8 can’t wait” pledge. The eight policies, which include banning chokeholds, requiring de-escalation, requiring warnings before shooting, exhausting all alternatives before shooting, duty to intervene, banning of shooting at moving vehicles, requiring use of force continuum, and the requirement of comprehensive reporting, are already in place and have previously been met by the Hoboken Police Department prior to Friday’s demonstration.

“It’s an encouraging sign that Mayors and police departments all across the country are committing to reviewing use of force policies, with the understanding that approaches such as community policing and de-escalation keeps both our police officers and community safe,” said Mayor Bhalla. “The Hoboken Police Department has set the standard for modern policing with no excessive force incidents in six years, and also with its continued community engagement in all areas of our City. I’m proud of Chief Ferrante and the members of our police department for working with this task force and finding even more ways to improve policing to serve and protect our residents.”

“I am proud of the reforms we have undertaken in the Hoboken Police Department since I became Chief in 2014, which were all done to create a professional law enforcement agency, that as my mission statement points to, is one that is community sensitive to our crime victims, our residents, our government officials, our community leaders and groups, the media, and our own officers,” said Police Chief Ken Ferrante. “We continue to strive to network with all groups that live or visit our great City. While our department has the impeccable record of not having paid out a penny in civil liability of any type in the past 8 years, I support the formulation of this task force because we are always open to finding ways to become better!”

The task force consists of the following criteria and members:

3 City Councilmembers: Vanessa Falco, Emily Jabbour and the Chair of the Public Safety sub-committee
2 Hoboken Police Officers: Lieutenants Johnathan Butler and Steven Aguiar
3 Hoboken residents: Agan Singh, Mariah Tarawally and Christy Hoffman
1 NAACP and Hoboken Housing Authority Board member: Jason Smith
1 retired police officer: Edgardo Cruz
1 Hoboken schools representative: Chris Munoz

The Hoboken Police has already distinguished itself as one of the few departments in the region that has not had a single civil suit or criminal complaint against any of its police officers for excessive force over the past six years.
