HOBOKEN- Quality of life construction updates on Northwest Resiliency Park, flood infrastructure projects

  • Install permanent utility services on the Northwest Resiliency Park site.
  • Excavate for stormwater management devices on local streets behind construction fencing.
  • Continue placement of crushed stone cover on the multi-purposed athletic field
  • Continue foundation work for the buildings, climbing wall and athletic field dugouts.

The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the construction costs of the Northwest Park, and is not utilizing any funding from the 2020 municipal budget.

North Hudson Sewerage Authority projects to mitigate flooding events in Northwest Hoboken, reduce Combined Sewer Overflows (CSOs)

To reduce Combined Sewer Overflows (CSOs) into the Hudson River and mitigate flooding events in Northwest Hoboken, the North Hudson Sewerage Authority (NHSA), in partnership with the City of Hoboken, is constructing a pumping station and a two-story electrical and mechanical building on the Northwest Resiliency Park (NWRP) site. This, along with associated sewer infrastructure in and around the site, is designed to reduce CSO events in the H6/H7 sewershed in Northwest Hoboken. The project also includes the installation of two advanced hydrodynamic separators, an inlet gravity sewer connection and a portion of a stormwater discharge force main connection to the limits of the resiliency park site.

In addition, NHSA will also build a stormwater collection gravity trunk sewer pipeline and appurtenances along 13th Street from Adams Street to Madison Street, and a stormwater force main sewer pipeline and appurtenances along a portion of 13th street from Jefferson Street to Adams Street. Outside of the Northwest Resiliency Park site, the work will include excavation and demolition of existing pipe and structures; and installation of piles and new sewer pipe and precast structures in the roadway of 13th Street between Adams Street and Madison Street.

The following construction activities and traffic management are anticipated this week. Some of the work will be performed between 8:00am and 6:00pm. Please note that the Contractor has coordinated, and will continue to coordinate with the Parking Authority and Hoboken Police for any road closures or traffic management that needs to occur, including between the hours of 4:30pm and 6:00pm.

Work Activities

  • Continue excavation of test pits, sawcutting of roadway, and placement of temporary asphalt along 13th Street between Adams Street and Madison Street, at the intersections of 13th Street and Madison Street, and at the intersection of Adams Street and 13th Street for future stormwater forcemain and gravity sewer.
  • Demolition and removal of the abandoned underground flushing chamber at the intersection of Adams Street and 13th Street and backfill area. This work will occur during the day between 8:00am and 6:00pm.
  • Continue installation of steel piles on 13th Street between Madison Street and Adams Street, on Madison Street at the intersection of 13th Street, and on Adams Street at the intersection with 13th Street. The remaining piles are helical piles which are drilled, producing less construction noise than driven piles. This work will occur during the day between 8:00am and 6:00pm.
  • Continue installation of steel sheet piles within the Northwest Park site. There will be construction noise associated with the sheet pile installation during the day between 8:00am and 6:00pm while the work is occurring. Construction noise will be monitored continuously using both hand-held and semi-permanent instruments to ensure that noise levels are kept below the maximum specified values.
  • Modifications to piping at NHSA manholes at the intersection of Jefferson Street and 15th Street.
  • Begin installation and testing of construction dewatering water treatment facilities located within the parking lot at the intersection of 13th Street and Jefferson Street. 

Traffic Management

  • Closure of 13th Street between Adams Street and Madison Street between the hours of 8:00am – 6:00pm. The road will be reopened at night and over the weekend when no work is occurring. Jefferson Street intersection with 13th Street will also be included in this closure.
  • Closure of 13th Street and Adams Street intersection during the day between the hours of 8:00am and 6:00pm.
  • Periodic lane shifts and/or lane closures on Madison Street at the 13th Street intersection.  Hoboken Police will assist with traffic flow at this intersection for any lane closures. No parking will be permitted within this area during closures.
  • Pedestrian traffic will not be allowed in these areas during working hours; however, the Contractor will provide for safe pedestrian traffic when the work is shut down for the overnight.
  • Lane shifts and/or closures at the intersection of Jefferson Street and 15th Street. Hoboken Police will assist with traffic flow at this intersection for any lane closures. 

PSE&G Madison Street Substation

Parking will be restricted for landscaping work adjacent to the Madison Street Substation on Monroe Street and Madison Street between 11th and 12th Streets, and on 11th Street and 12th Street between Madison and Monroe Streets on Tuesday March 9, Wednesday March 10, and Thursday March 11 between the hours of 8:00am and 4:00pm.
