<p>Members of the Jersey City Police Department will join other Hudson County law enforcement agencies to raise money for the Special Olympics New Jersey by participating in the 37<sup>th</sup>&nbsp;annual Law Enforcement Torch Run. </p>



<p>JCPD Officers will run through the Jersey City leg of the route carrying the â€œFlame of Hope,â€ which is escorted by more than 3,000 officers total through 26 communities, ultimately making its way to&nbsp;the lighting of the Special Olympics New Jersey cauldron at the Opening Ceremony.</p>

Fulop<span class="aolmail_gmail-apple-converted-space">&nbsp;</span></b>announced today that Police Chief Philip Zacche retiring as Chief of the Jersey City Police Department effective June 1st after a 38-year-career of public service.&nbsp; Following his retirement, the administration will commence a national search accepting applications from inside and outside the department.<span id="more-10687"></span></p>
<p class="aolmail_MsoNormal" style="text-align: left;">&#8220;We thank Chief Zacche for his 38 years of service to the people of Jersey City and the men and women of the police department,&#8221; said<b>Mayor Fulop</b>.&nbsp; &#8220;In partnership with Chief Zacche, we have been able to grow the department to its largest size in two decades, build the department to better reflect the community, add more officers to walking posts, and work to steadily reduce crime.</p>
<p class="aolmail_MsoNormal" style="text-align: left;">&#8220;While we know there is more work to do, Phil&#8217;s experience and leadership has steered us on a steady and upward path toward rebuilding the department and enhancing the important community relations that lead to a stronger and safer city,&#8221; added <b>Mayor Fulop</b>.</p>
<p class="aolmail_MsoNormal" style="text-align: left;"><span class="aolmail_gmail-il">&nbsp;</span>Since taking office in July of 2013, Mayor Fulop has hired more than 250 new police officers, the majority of which were during Zacche&#8217;s tenure as chief bringing the department to its largest size in more than two decades at 922 officers.&nbsp; An additional class of 26 officers is also in the police academy expected to graduate this summer, and the administration has also committed to adding two more classes of recruits this year for a total of 50 new officers to be hired by the department; the goal is for a department with over 950 officers.</p>
<p class="aolmail_MsoNormal" style="text-align: left;">The Fulop administration with Chief Zacche as head of the department has also made diversity recruitment a focus, establishing the cityâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s first recruitment center at the HUB and dedicating two officers to work with the community on outreach.&nbsp; As a result, of the <b>new officers hired since 2013, nearly 70 percent have been minorities</b>.</p>
<p class="aolmail_MsoNormal" style="text-align: left;">As Chief, Zacche made intelligence-based policing a focus, adding to the department&#8217;s ability to target the most violent offenders and prevent violent crime before it occurs. Most recently, Zacche and Director Shea expanded the Street Crimes Unit through Operation Titan, leading to double digit drops in violent crimes during the past month and a half.</p>
<p class="aolmail_MsoNormal" style="text-align: left;"><span class="aolmail_gmail-il">&nbsp;</span><span class="aolmail_gmail-il">&#8220;It has been truly my honor to serve the people of Jersey City and to work with the men and women of the finest police department in the state and to have the privilege to serve as their chief,&#8221; said <b>Chief Zacche</b>.&nbsp; &#8220;I thank Mayor Fulop for this distinct opportunity and while I am looking forward to spending more time with my family and my newborn grand-daughter, I will look back with a lifetime of memories and always be proud for what were able to accomplish together.&#8221;</span></p>
<p class="aolmail_MsoNormal" style="text-align: left;"><span class="aolmail_gmail-il">&nbsp;</span><span class="aolmail_gmail-il">Effective June 1st, the administration will commence a national search for a new police chief and will be accepting applications from both within the department and outside the department searching for the best applicant.&nbsp; The applicant period will conclude Aug. 1st, at which point the administration will interview the most qualified applicants.</span></p>
<p class="aolmail_MsoNormal" style="text-align: left;"><span class="aolmail_gmail-il">&nbsp;</span><span class="aolmail_gmail-il">Before his appointment as chief in July 2014, Zacche</span>, a 38-year-veteran of the Department, served as<span class="aolmail_gmail-apple-converted-space">&nbsp;</span><span class="aolmail_gmail-il">Chief</span><span class="aolmail_gmail-apple-converted-space">&nbsp;</span>of the Investigations Bureau and previously served as Commander of the North District for seven years until his promotion to Deputy<span class="aolmail_gmail-apple-converted-space">&nbsp;</span><span class="aolmail_gmail-il">Chief</span><span class="aolmail_gmail-apple-converted-space">&nbsp;</span>in 2012.</p>

<p>Mayor Steven M. Fulop and At-Large Councilman Daniel Rivera announced today that they will present an ordinance to the City Council at next weekâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s meeting to name the new West District Police precinct in honor of slain Detective Melvin Santiago.</p>
<p>An officer in the Cityâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s West District, Det. Santiago, 23, was an and was on patrol when he was shot and killed in the line of duty on July 13, 2014 while responding to a call of an armed robbery at the Walgreens on Communipaw Avenue and Kennedy Boulevard.<span id="more-7962"></span></p>
<p>â€œCouncilman Rivera suggested we honor Detective Santiago with this tribute which will preserve his memory for decades to come,â€ said Mayor Fulop. â€œHe made the ultimate sacrifice and gave his life in protection of the people of Jersey City and it is truly an honor to be able to commemorate his life with this dedication.â€</p>
<p>â€œIt had always been Detective Santiagoâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s dream to become a Jersey City police officer and to work in the West District,â€ said Councilman Rivera. â€œWe want his life and his dream to live on by dedicating the new West District in his name. The Detective Melvin Santiago West District will not only be a state-of-the-art facility for our officers, but will have the added distinction of commemorating a brother in blue who laid down his life serving our community.â€</p>
<p>â€œThis is a fitting tribute for Detective Santiago who made the ultimate sacrifice for Jersey City,â€ said Council President Rolando Lavarro, Jr. â€œWe will always remember.â€</p>
<p>The West District is expected to be completed in late fall with a dedication ceremony to follow.</p>

<div>Jersey City Mayor Fulop on the cause and death of Police Officer Melvin Santiago</div>

<p>&#8220;Today was a horrible day for Jersey City.Â  At 0409 hours, Jersey City Police responded to the Walgreen&#8217;s at the corner of Communipaw Avenue and Kennedy Boulevard on a call of an armed robbery.Â  The first responding officers were Officers Santiago and Martinez, who responded from Bergen and Lexington.Â  The actor fired at the marked police car, striking Officer Santiago &#8211; who was still inside the vehicle &#8211; in the head.Â  Officer Melvin Santiago was pronounced dead shortly after at the Jersey City Medical Center.Â  Additional responding officers returned fire at the actor, who was shot and pronounced dead at the scene.Â  The armed security guard at the Walgreen&#8217;s stated that the actor struck him and took his weapon, which police believe was the weapon used in the shooting.Â  The incident remains under active investigation.</p>

<div>It is a tragic situation when any officer is killed in the line of duty. Â Melvin was an officer who represented everything one would want to see in a police officer. Â I know the entire city&#8217;s thoughts and prayers are with the Santiago family during this difficult time and we mourn together.&#8221;</div>

<p><b>National Night OutÂ </b>encourages neighbors and communities to come together, get acquainted with one another, and have a fun-filled safe night that fosters neighborhood spirit and police-community partnerships. There will be balloons, refreshments, plenty of entertainment and activities, games, and giveaways in each park. Various community and service organizations will be on hand to provide information to the public.</p>
<p>â€œAddressing the public safety issue in our city has been the first priority for my administration,â€ saidÂ <b>Mayor Fulop</b>.Â  â€œWe are redeploying personnel to where they are needed most, increasing police presence in our communities, and restructuring the department to provide more accountability and</p>
<p><b>Mayor FulopÂ </b>will visit National Night Out locations to commend and acknowledge those individuals and groups who are providing invaluable services and resources to their community.<span id="more-6962"></span></p>
<p>Activities at the parks will include moon bounces, popcorn, balloon sculptures, recreational games, music/performers, and much more.</p>
<p>Mayor Fulop also recently appointed NYPD Deputy Chief James Shea as the Public Safety Director to oversee both the Police and Fire Departments.Â  The Administration is currently which is why we increased the size of the upcoming police academy class to approximately fortyÂ recruits and why we are placing an emphasis on increasing uniformed police presence,â€ saidÂ <b>Mayor Fulop</b>. â€œOur police commanders are also redeploying officers where they are most needed, moving officers out of desk jobs and into patrol, and partnering with additional law enforcement agencies to bolster manpower.â€</p>

Fulop</b> announced that his administration Â introduced at Monday July 29th City Council Caucus meeting <b>four major consolidation measures</b> to cut costs and streamlines services within municipal government.</p>
<p style="text-align: left;">The first ordinance establishes a <b>Department of Public Safety</b> and merges the Police and Fire Departments, as well as the Office of Emergency Management, into one central department.Â  The day-to-day operations of each division will continue to be overseen by their respective chiefs, with a Director of Public Safety heading the department.</p>
<p style="text-align: left;">Â This consolidation will eliminate the cost of two directors, as well as numerous other administrative costs, with initial <b>anticipated savings of $343,112</b>.Â  The merger will also facilitate better communication between the police and fire divisions as well as enhanced public safety for residents.</p>
<p style="text-align: left;">â€œFor years, there has been abundant waste and duplication of services across all departments, which is something we identified during the transition,â€ said <b>Mayor Fulop</b>.Â  â€œMaking municipal government more efficient is one of the top priorities of my administration and tonight we are beginning the process of eliminating waste and creating a government that works for the taxpayers.â€<span id="more-6952"></span></p>
<p style="text-align: left;">Â In addition to the creation of the Department of Public Safety, the administration is introducing amendments to city statute that would combine the Division of Architecture and the Division of Engineering, Traffic and Transportation into a single Division within the <b>Department of Public Works</b>.Â  This will eliminate duplicative efforts within the current divisions, conserve resources within DPW, streamline services, and make services more efficient for constituents.</p>
<p style="text-align: left;">Â The amendments also create the <b>Division of Sanitation</b> under the Department of Public Works, to perform the services of demolition, street sweeping, snow and ice removal, solid waste collection and recycling, and graffiti removal.</p>
<p style="text-align: left;">Â â€œThis consolidation creates the necessary framework for us to partner with the JCIA to determine the best way to provide these essential services going forward,â€ said <b>Mayor Fulop</b>.Â  â€œThe amendments also authorize DPW to conduct enforcement activities in conjunction with the JCIA, enhancing our ability to improve the quality of life for our residents.â€<!--more--></p>
<p style="text-align: left;">Â The Fulop administration is also formally renaming the Mayorâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s Action Bureau the <b>Resident Resource Center (â€œRRCâ€)</b>.Â  The RRC will be a constituent-focused center that will provideÂ â€œone-stop shoppingâ€ for constituent needs.Â  The RRC will eliminate the need for constituents to go from Department to Department to obtain information or have their needs addressed.</p>
<p style="text-align: left;">Â As part of this change, three city Divisions will be centralized in the RRC, namely <b>Cultural Affairs</b>, <b>Senior Affairs</b>, and <b>Veterans Affairs</b> â€“ all of which are currently located in the Department of Health and Human Services.</p>
<p style="text-align: left;">Â â€œBringing Cultural Affairs, Senior Affairs and Veterans Affairs into the Resident Response Center exemplifies how the RRC will function as a more efficient umbrella for the needs of our residents,â€ said <b>Mayor Fulop</b>.Â  â€œHaving one central office where residents can get a problem solved or file for a permit, is key to being more efficient and responsive to the needs of our community.â€</p>
<p style="text-align: left;">Â Changes to the ordinance also establish a newly-created programs of <b>Diversity and Inclusion</b> within the RRC to address the unique needs of immigrants seeking integration, as well as promote the celebration and recognition of contributions made by diverse cultures, ethnic groups, and heritage traditions within the City.Â This office will also utilize existing local, county, state and federal resources to further the goals of assisting Jersey Cityâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s diverse community.</p>
<p style="text-align: left;">Â The Division of Personnel will also be renamed the <b>Division of Human Resources</b>, with the Division Director continuing to report to the Business Administrator while working in consultation with an attorney from the Law Department.Â Â This will ensure that critical personnel decisions are consistent with prevailing legal standards and requirements and will help the City avoid unnecessary litigation.</p>
<p style="text-align: left;">Â Additionally, the Office of Pensions and the Office of Payroll will be consolidated under one Division.Â  It is anticipated that combining these offices under one Division and one Director will expose redundant and duplicative services, increasing opportunities to streamline government and eliminate waste. The essential duties of these offices remain unchanged.</p>
<p style="text-align: left;">Â â€œNot only are these changes essential from a fiscal standpoint, but also from an operational standpoint,â€ said <b>Mayor Fulop</b>. â€œWe are cutting costs, streamlining services and creating synergy between previously separate departments.â€</p>

You will be asked to complete a Volunteer Application Eligibility Form in order to conduct a background check by the Jersey City Police and the New Jersey State Police.<br />
The final step to becoming a volunteer will be for potential candidates to participate in an interview with representatives from the Operation CeaseFire Board.<br />
