Hudson County Prosecutor Esther Suarez has announced that an arrest warrant has been issued in connection with the January 24, 2017 murder of Adrian Rivera of Hoboken.

Keyshaun Wiggins, age 18, of Jersey City has been charged with Murder in violation of N.J.S.2C:11-3; two counts of Felony Murder in violation of N.J.S. 2C:11-3; Armed Robbery in violation of N.J.S. 2C:15-1; Armed Burglary in violation of N.J.S. 2C:18-2; Possession of a Firearm for an Unlawful Purpose in violation of N.J.S. 2C:39-4; Unlawful Possession of a Firearm in violation of N.J.S. 2C:39-5; and Hindering Apprehension in violation of N.J.S.2C:29-3.

On January 24, 2017, at approximately 3:15 p.m., Hoboken Police Officers were dispatched to 300 Marshall Drive in Hoboken on a 911 call of possible gun shots in the area. Upon arrival officers found the victim in an apartment at that location with an apparent gunshot wound to his torso.

Rivera, who lived in the apartment, was immediately transported to Jersey City Medical Center by ambulance. He was pronounced dead at the hospital at approximately 3:50 p.m.

On Wednesday, January 25, 2017, Khalif Geiger, age 20, of Jersey City and a 17-year-old juvenile from Jersey City were arrested for the murder of Rivera by detectives from the Hudson County Prosecutorâ€s Office Homicide Unit and the Hoboken Police Department. They were each charged with Murder, two counts of Felony Murder, Armed Robbery, Armed Burglary, Hindering Apprehension and several Firearm offenses.

The Prosecutorâ€s Homicide Unit continues to actively investigate this case with assistance from the Hoboken Police Department.

The above charges are merely accusations, and the defendants are presumed innocent untilproven guilty. R.P.C.3.6(b)(6).

Jersey City Mayor Jerramiah T. Healy and Police Department Officials released details of the end of Operation Summer Shield, which led to more than 200 arrests of wanted violent offenders and players in illegal drug markets.

A high-profile multi-agency sting Thursday, September 13, 2012 afternoon along Monticello Avenue, which included air cover from a State Police helicopter, led to five arrests and the seizure of thousands of dollars in cash and heroin, officials said.

Members of the FBI, DEA, New Jersey State Police, State Parole Office, and the Hudson County Prosecutorâ€s and Sheriff Office were flanked by the men and women of the Jersey City Police Department that launched the operation four months ago.

“For two consecutive years weâ€ve done a Summer Shield Operation, which is our proactive effort to target violent offenders and repeat offenders who fuel the illegal drug trade. We do this to create a safer summer environment for our residents, businesses and visitors when street drug trade tends to increase,” said Mayor Jerramiah T. Healy.

The raid officially ended Summer Shield, which began with 51 arrests in May of targeted criminal offenders deemed “likely to contribute to community unrest and criminal activity” during the summer months.”

Including a number of arrests and stings during the summer, Summer Shield culminated with dozens of multi-agency officers storming a Monticello Avenue Unisex Barber Shop and led to the arrests of the five suspects considered to be major players in the areaâ€s illegal drug distribution network.

During the sting a search of the location that also included K-9 units, led to the recovery of cash in excess of $25,000 and several hundreds of bags of heroin. Exact quantities and identities of the suspects will be revealed at the close of the investigation.

“Itâ€s no secret that most of the street violence plaguing cities across the country stems from illicit drug sales,” said Police Chief Tom Comey. “We believe that by targeting this ring, the dealers and their clients we have potentially derailed untold incidents of violence in our community.”

Another aspect of Summer Shield included a “Gun Buyback” program, where 50 firearms were turned in for a cash exchange during a single weekend. In 2011, over three weekends 310 weapons were recovered similarly.

Many details regarding high-level suspects taken into custody during the operation have not been released yet due to the sensitivity of the ongoing investigation, which will ultimately lead to more significant federal charges, officials said.

Mayor Mark A. Smith announced today that the Bayonne Police Department Special Investigation Unit (SIU), in conjunction with the Warren County Prosecutor’s Office, the Hudson County Prosecutor’s Office, and the Washington Township Police Department, executed a search warrant in Oxford, NJ, at the home of Bayonne Firefighter Kenneth Eisenhauer. The warrant was the culmination of a detailed and ongoing narcotics investigation that was initiated by the Bayonne Police Department, and conducted with the assistance of the Federal Drug Enforcement Administration’s Newark Field Division. The investigation resulted in the arrest of Eisenhauer and his wife, Roseanne Eisenhauer. The couple was charged with maintaining a marijuana cultivation facility, possession of marijuana, and possession of drug paraphernalia. The Warren County Prosecutor’s Office additionally charged the Eisenhauers with child neglect.

The Bayonne Police SIU had obtained information that Firefighter Eisenhauer had attempted to obtain a variety of controlled dangerous substances through the Internet from international sources. It was discovered that he had represented his wife falsely as a research scientist in an effort to obtain the materials illegally. The SIU determined that a number of these attempts took place while Eisenhauer was on duty as a firefighter.

Mayor Smith commended the Bayonne Police SIU for their tenacity in following up on the information they obtained and in completing the investigation that resulted in the arrests. The Mayor also thanked the cooperating law enforcement agencies for their involvement. “As soon as we identified a problem, we moved swiftly to address it,” said Smith.

Firefighter Eisenhauer has been suspended without pay pending his termination. Mayor Smith said, “If you break the law, you don’t work for Bayonne.”
