A statewide public vote narrowed the field to the Top 50. From those top vote-getters, the final eighteen were selected to best represent standout dogs from across the Garden State of various breeds, sizes, and temperaments that embody Jersey’s attitude, spirit, and irresistible charm.</p>

<p>Each of the eighteen winning dogs will be featured with their photo, name and hometown at the top of the New Jersey Lottery’s “Jersey Dog” Scratch-Offs tickets, launching statewide on Monday, May 4th. The contest’s other top vote-getters will be featured with their photos and names in the image-match portion of the tickets. The contest marks the first time the public has provided content for a New Jersey Lottery Scratch-Offs ticket and the first time real dogs have been spotlighted, establishing this milestone as a one-of-a-kind tribute to the Garden State’s beloved canine companions.</p>

<p>The City of Hoboken is continuing with a number of quality of life projects this week. Below are construction updates on the 5-acre Northwest Resiliency Park, flood infrastructure projects with the North Hudson Sewerage Authority (NHSA), and utility maintenance by NHSA and SUEZ. Schedules may change pending weather conditions.<br><br><strong><em>To see a map of active road closures in Hoboken, please visitÂ <u><a rel="noreferrer noopener" target="_blank" href="https://streets.populus.ai/hoboken/closures">https://streets.populus.ai/hoboken/closures</a></u></em></strong><br><br><strong>Northwest Resiliency Park</strong><br><br>Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jerseyâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s largest resiliency park. The park will have above and below ground infrastructure to withhold up to 2 million gallons of rainwater to help mitigate local flooding. The contractor will undertake the following activities this week, subject to weather conditions and snow cover on the project site:Â </p>

<p><em><strong>Below is an update from the City of Hoboken on historic preservation efforts for the Lackawanna Records building at Hoboken Terminal:</strong></em><br><br>Since August of 2019, the City of Hoboken has been engaged in a â€œSection 106â€ review process with New Jersey Transit (NJT), the Federal Transit Administration (FTA), the New Jersey State Historic Preservation Office (HPO), the Hoboken Historic Preservation Commission (HPC), and other entities and stakeholders to explore alternatives to NJTâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s proposed demolition of the Lackawanna Records Building at Hoboken Terminal. The New Jersey Department of Community Affairs (DCA) issued a Notice of Unsafe Structure to New Jersey Transit (NJT) after a visual inspection on January 3 of the Lackawanna Records Building at Hoboken Terminal.Â <br>Â <br>As of today, which marks the deadline for the New Jersey Department of Community Affairs to consider the proposed deconstruction of the Records Building, there is no signed Memorandum of Agreement (MOA) between the FTA, NJT and HPO. and no agreed-upon alternative, despite the Cityâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s best efforts. However, the City will continue communications with the respective parties to relay the position of Hoboken residents as expressed during the public comment period, negotiate a preferred alternative, and pursue additional requests to delay the DCA deadline.<br>Â <br>NJT produced a draft Alternatives Analysis (sent to the consulting parties March 2 and May 19) and draft MOA (sent June 8), putting forth Alternative #6 â€“ Demolition With Salvage of Historic Materials, as the preferred alternative. However, this alternative is in conflict with the Cityâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s preference for 1) adaptive reuse in place, or if necessary 2) a hybrid approach of demolition with salvage of historic materials and eventual relocation/reconstruction, which was conveyed in a June 9<sup>th</sup>Â letter from Mayor Bhallaâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s office to Kevin Corbett, the Executive Director of New Jersey Transit. Mr. Corbettâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s response in a June 12<sup>th</sup>Â letter noted the â€œintent to honorâ€ the Cityâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s requests but re-affirmed NJTâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s position to pursue careful demolition preceding the development of a plan to reuse historic materials. Â <br>Â <br><strong><u>About the Records Building</u></strong><br>Â <br>The Lackawanna Records Building was designed by noted architect Frank J. Nies, constructed in 1904 by the Delaware Lackawanna and Western Railroad, and once stored the vast archives of the engineering and law departments for the entire railroad company. It is located at the northern border of the NJ TRANSIT Hoboken Rail Yard on Observer Highway between Washington and Hudson streets. NJ TRANSIT has owned the building since 1983. It is eligible for listing on the National Register of Historic Places as a contributing resource to both the Old Main Delaware Lackawanna and Western Railroad Historic District and the Hoboken Historic District.<br>Â <br><strong><u>City Efforts to Prevent Demolition</u></strong><br>Â <br>The onset of the COVID-19 pandemic coincided with the public comment portion of the Section 106 process and the March 17 public meeting to discuss alternatives to demolition was cancelled. The City of Hoboken successfully urged New Jersey Transit to extend public comment to include an April 16 virtual meeting, where both attendees and a City-produced survey overwhelmingly expressed support for Alternative #4 (adaptive reuse in place) and disapproval of Alternative #7 (demolition without salvage) from NJTâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s draft Alternatives Analysis. More recent City actions to delay the buildingâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s demolition and ensure its eventual preservation include:</p>

The introduced 2017 budget includes a 1.25% reduction in the municipal tax rate, due to a flat municipal tax levy and an increasing ratable base.</p>
<p>Over the next 6 years, the City will invest $42 million in the water main system. This includes the $7 million water main replacement on Washington Street that is currently underway,&nbsp;$5.2 million for additional improvements authorized for priority areas, and $30 million through the 6-year capital plan which includes an additional $5 million per year over the next 6 years.</p>

<p>â€œSince becoming mayor, we have worked with the City Council to restore fiscal discipline and hold the line on taxes, and Iâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />m pleased that this yearâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s budget will provide a modest municipal tax cut,â€ said Mayor Dawn Zimmer. â€œTogether, we have passed fully-funded, gimmick-free budgets, restored a responsible budget surplus, and improved our credit rating to AA+ from its near junk bond rating. This yearâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s budget also includes a capital plan to make annual investments to continue upgrading our water main system and additional funding to help maintain our expanding parks and green infrastructure.â€</p>
<p>A property ownerâ€<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />s total tax bill includes three main components: municipal, school, and county taxes, along with smaller components for the Library, municipal open space, and county open space. In 2016, municipal purposes taxes made up approximately 31% of total property taxes while County taxes composed 40% and school taxes were 24%.</p>

<p>In December 2013 the City Council declared the North End Area in the City of Hoboken as an Area in Need of Rehabilitation. The area is generally north of the 14th Street viaduct between Park Avenue and the palisades and is bounded to the north by the&nbsp;Hudson Bergen&nbsp;Light Rail tracks.<span id="more-10458"></span></p>
<p>The City of Hoboken is now in the process of developing a redevelopment plan for the North End in order to determine land uses, development patterns, transportation and transit solutions, and flood mitigation appropriate for the area.</p>
<p>The City is looking to develop a redevelopment plan that will be a complement to our established community and is expected to primarily include commercial and non-residential types of uses that will allow Hoboken to expand the tax base, support businesses, and expand economic growth. Through this planning process, the City will consider the transportation and parking requirements to both support our existing community and help it grow. The City is also considering the various facilities that may be necessary to address the growing population, from schools to parks to infrastructure improvements.</p>
